Crime is DOWN in New Port Richey!
The New Port Richey Police Department recently calculated our annual crime statistics and has submitted them to the Florida Department of Law Enforcement. The data submitted reflect crime and criminal activities that are known and reported to law enforcement and reported to us for calendar year 2009.

We are happy to report that for calendar year 2009, the New Port Richey Police Department recorded a reduction of 8.4% in total offenses. Included in those calculations are a reduction of 20% in forcible sex offenses, a 22.4% reduction in burglary, 50.7% reduction in motor vehicle theft, and a 16.8% reduction in aggravated assaults. For calendar year 2009, the New Port Richey Police Department made 1,154 arrests for a clearance rate of 30.7%. A clearance rate is used to gain a sense of what percentage of criminal cases are being successfully resolved. In respect to 2009, the New Port Richey Police Department had a clearance rate significantly higher than the semi-annual 2009 state average of 25.6% and a state average of 23.5% in 2008.

The police department also spends considerable time investigating traffic crashes. In calendar year 2009, we investigated 260 long form crashes (long forms are based on extent of damage and injury). Of those there were 158 crashes with serious injury with a total of 252 total reported injuries. There were also 5 crashes that resulted in a fatality. This is an increase from 2 in 2008.

The combination of crash and crime data depicts a police department that is among the busiest of our size in the entire State of Florida. We maintain our level of service because of high quality personnel that are well trained and well equipped.

Technology:

Consistent with our commitment to technology, the New Port Richey Police Department has recently deployed the RAPID-ID Edge Device. This device is a fingerprint scanner that uses blue tooth technology to scan and evaluate fingerprints in the field. In real time, Officers can scan fingerprints while engaged in an investigation and can determine the true identity of people who may be trying to evade detection. This is a particularly helpful tool when a person tries to remain unidentified due to the presence of outstanding arrest warrants.


Programs:

In February of 2006, Chief Martin Rickus approved the use of volunteers in the Crime Scene and the Property and Evidence divisions of the New Port Richey Police Department. Each volunteer undergoes an intensive background investigation, similar to other law enforcement officials, prior to being accepted into the program. The volunteers, a total of 11, both present and past, are either graduates or current students at St. Petersburg College’s Crime Scene Technology program. The purpose of the volunteer program is to bring manpower assistance, without the city incurring the financial burden of hiring personnel, into these two divisions of the police department. In return for their services the volunteers are able to enhance their knowledge learned from the college classes by working in a real world environment. The volunteers also gain practical knowledge of the inner workings of an actual crime scene unit. This knowledge will assist them in gaining future employment within the crime scene field. Two former volunteers have already been hired by local agencies as crime scene technicians, and another is currently being considered for employment.

Since the program started in 2006 there have been a total of 4,805 volunteer hours given to our agency. This equates to a savings of $73,000 in personnel hours. The volunteer program requires the participants to log in property collected by the officers, research the disposal of older property, assist in processing evidence submitted from crime scenes, assist in processing crime scenes, writing reports, and if necessary, testifying in court.

Crime Scene Technician Jim Johnson has also been an instructor in the Crime Scene Technology program as well as the In-Service (Police Training) section of St. Petersburg College for the past 7 years.


Achievements:

On March 10th, Cpl. Arthur Madden was awarded an achievement award from the New Port Richey Rotary Club. Cpl. Madden’s hard work and dedication to the department and the community were recognized at a ceremony at the Spartan Manor.

2009 was a busy year for the New Port Richey Police Department. For 2010 we are committed to providing service that is efficient and of high quality. Our citizens have grown accustomed to that and we will continue to provide it.
